From this article you will learn:

  • OKPD2: innovation from January 1, 2017;

  • download conversion tables;
  • compliance with OKPD and OKPD2;
  • compliance with OKVED and OKVED2.

According to Art. 59 of Law No. 44-FZ, the customer is obliged to carry out electronic auction for procurement according to the list approved by the Government of the Russian Federation on October 31, 2013 No. 2019-r, which uses codes (OKPD) OK 034-2007. Moreover, from January 1, 2016, when placing a purchase in the Unified Information System, the OKPD2 classifier (OK 034-2014 (KPES 2008) is used). How to apply the provisions of the order dated October 31, 2013 No. 2019-r in relation to the OKPD2 classifier?

On the basis of Orders No. 1745-st and No. 1746-st, the validity periods of some all-Russian classifiers were extended by a year and continue to be valid until January 1, 2017.

In order to to correlate old and new codes, you need to use conversion tables. The Ministry of Economic Development posted it on its official website. If you know the product code according to any classifier and want to correlate it with the code according to another classifier, then to do this you need to use the transition key tables from OKP to OKPD2 and from OKPD 2007 to OKPD2, which allow:

  • Compare OKPD codes with OKPD2 codes
  • OKVED codes compare with OKVED2

Correspondence between old and new OKPD codes:

OKPD2 OKPD 2007
Code Group name Code Group name
01 01 Products and services Agriculture and hunting
01.1 Annual crops 01.1 Agricultural crops, vegetable and horticultural products
01.11 Cereals (except rice), legumes, oilseeds 01.11 Cereals and other agricultural crops not included in other groups
01.11.1 Wheat
01.11.11 Durum wheat 01.11.11 Durum wheat
01.11.11.110 Durum winter wheat 01.11.11.110 Durum winter wheat
01.11.11.111 Winter durum wheat grain 01.11.11.111 Winter durum wheat grain

Often, customers use codes from two classifiers simultaneously. For example, if you define a supplier using regulations, which indicate the previous codes.

For example, Decree of the Government of the Russian Federation No. 791 of August 11, 2014 “On establishing a ban on the admission of goods light industry, originating from foreign states, for the purpose of procurement to meet federal needs" or Decree of the Government of the Russian Federation No. 649 of July 14, 2014 "On the procedure for providing institutions and enterprises of the penal system with advantages in relation to the contract price they offer" (as of the date of signing the number in seal).

In such cases, it is necessary to use either conversion tables or indicate product codes according to OKPD in the documentation generated in the form of an electronic image of the document.

To identify a supplier, contractor or contractor, you first need to plan electronic procedures. Get electronic signature. Choose a site that the best way suits your organization, and register. Next, generate documentation and notices, carry out procedures and identify a supplier and conclude a contract, taking into account the characteristics of each procurement method.
See solutions for each electronic way: auction, competition, request for quotations, request for proposals.

When will the old classifiers be finally cancelled, and what other classifiers are there, read in the magazine “Government Order in Questions and Answers.”
