The goals, basic principles and basic procedure for carrying out work on interstate standardization are established by GOST 1.0-92 "Interstate standardization system. This standard establishes requirements for the implementation of technical designs for products from all industries.

Based on this standard, it is allowed, if necessary, to develop organizational standards that clarify the nomenclature of the design documents being developed and the list of work performed at the technical design stage, taking into account the specifics of the products being designed and the organization of work.

4 Basic provisions

4.1 TP is the design stage of development of design documentation in accordance with GOST 2.103, and it should be developed in accordance with technical specifications in order to identify final technical solutions that give a complete understanding of the design of the product under development, and initial data for the development of working design documentation, when it is advisable to do this before the development of working design documentation .

If necessary, the technical support may include the development of variants of individual midrange products.

In these cases, the choice optimal option carried out on the basis of test results of material mock-ups or analysis of electronic mock-ups.

4.2 Basic requirements for the development of TP in accordance with GOST 2.103, accounting and storage in accordance with GOST 2.501, making changes in accordance with GOST 2.503.

4.3 When developing technical specifications, you should carry out the work necessary to meet the requirements for the product and allow you to get a complete understanding of the design of the product being developed, evaluate its compliance with the requirements of technical specifications, manufacturability of the design, degree of complexity of manufacturing, packaging methods, possibilities of transportation and installation on site, convenience operation, feasibility and possibility of repair, etc.

Scroll necessary work determined by the developer depending on the nature and purpose of the product and agreed with the customer (customer’s representative office) if the product is developed according to orders of the Ministry of Defense.

An approximate list of works is given in Appendix A.

Note - At the TP stage, work carried out at previous stages should not be repeated if they cannot provide additional data. In this case, the results of previously completed work should be reflected in an explanatory note.

4.4 Layouts are intended for checking (if necessary, at the customer’s or consumer’s site) design and circuit solutions of the product being developed and/or its midrange, as well as for confirming the final decisions.

The need to manufacture material mock-ups or analyze electronic mock-ups is determined by the development organization (if required, then together with the customer (customer’s representative office)), if the product is being developed by order of the Ministry of Defense.

4.5 Testing of material mock-ups should be carried out in accordance with the program and test methodology developed in accordance with GOST 2.106, analysis of electronic mock-ups should be carried out in accordance with the program and methodology established by the organization’s standard.

4.6 The technical proposal may include design documentation with the letters “T” in accordance with GOST 2.102, provided for by the technical specifications and/or protocol for reviewing a technical proposal or preliminary design. When performing CD in electronic form projects of the electronic structure of the product and the electronic model of the product (assembly unit, complex, kit) should be carried out in accordance with GOST 2.052 and GOST 2.053, respectively, with the degree of detail characteristic of the TP development stage.

When developing a technological process, individual design documentation developed at previous stages of development can be used if these design documents comply with the requirements for technical documentation or if changes are made to them to ensure such compliance. The design documentation included in the TP should be assigned the letter “T”.

Design documents developed for the production of prototypes or analysis of electronic models should not be included in the technical design documentation.

4.7 Copies of the design documentation included in the TP, compiled according to the “Technical Design Statement” in accordance with GOST 2.106, should be submitted for review, approval and approval. If a product is being developed by order of the Ministry of Defense, it is allowed, in agreement with the customer (customer's representative office), to submit the original design documentation.

4.8 The form of presentation of design documentation (paper or electronic), if it is not specified in the technical specifications and/or protocols for consideration of a technical proposal or preliminary design, must be determined by the developer in agreement with the customer (customer’s representative office), if the product is being developed by order of the Ministry of Defense.

4.9 The designation of design design documentation included in the TP should be carried out in accordance with GOST 2.201 (Appendix 1).

5 Requirements for the execution of design documents

5.1 Drawing general view of a product or an electronic model of a product (assembly unit, complex, kit) should be carried out in accordance with GOST 2.119. In addition, these CDs, if necessary, provide:

Instructions on the selected fits of parts (dimensions and maximum deviations of mating surfaces should be applied in accordance with GOST 2.307);

Technical requirements for the product, for example, on the use of certain coatings, methods of impregnation of windings, welding methods, ensuring required quality products (these requirements must be taken into account during the subsequent development of the working design documentation);

Technical characteristics of the product, which are necessary for the subsequent development of drawings or electronic models of the product.

5.2 All design design documentation included in the TP should be recorded in the TP sheet in the manner established by GOST 2.106.

The TP may include design design documentation in various forms of presentation (in paper or electronic form), while in the “Note” column it is recommended to indicate the form of presentation of design documentation.

5.3 The explanatory note of the TP should be carried out in accordance with GOST 2.106, taking into account the following basic requirements for the content of sections:

5.3.1 In the “Introduction” section the name, number and date of approval of the technical specifications should be indicated. If the development of the technical design is provided not by the technical specifications, but by the protocol for reviewing the technical proposal or draft design, then an entry should be made like: “The development of the technical design is provided for by the draft design...” and indicate the number and date of the protocol for reviewing the draft design;

5.3.2 In the section “Purpose and scope of the product under development” the following should be indicated:

Brief description of the area and conditions of use of the product;

General characteristics of the object for which this product is intended (if necessary);

Basic data that should ensure the stability of product quality indicators under operating conditions;

5.3.3 In the “Technical Specifications” section the following should be given:

Main technical characteristics of the product (power, speed, productivity, electricity consumption, fuel consumption, efficiency and other parameters characterizing the product);

Information about compliance with or deviations from the requirements established by the technical specifications and previous stages of development, if any, with justification for the deviations.

5.3.4 In the section “Description and justification of the selected design” the following should be given:

Description and justification of the selected design, diagrams, packaging (if packaging is provided) and other technical solutions adopted and tested at the stage of TP development. Illustrations should be provided where necessary;

Data comparing the main characteristics of the product with the characteristics of analogues (domestic or foreign) or a link to a map of the technical level and quality of products;

Assessing the manufacturability of the product design, including justification for the need to develop or purchase new equipment;

Assessment of final technical solutions for compliance with the requirements for ensuring patent purity and competitiveness;

Information about the inventions used (numbers of copyright certificates or numbers of applications for inventions indicating the priority date);

Test results of material mock-ups (if they were manufactured), electronic mock-ups (if they were developed) and data assessing the compliance of the mock-ups with the specified requirements, including ergonomics and technical aesthetics. If necessary, photographs of material models should be provided. For reference, it is allowed to indicate the designations of the main design documents based on which material mock-ups were made or electronic mock-ups were developed, the number and date of reports (or) protocols on testing, analysis, etc.;

Information on the compliance of borrowed (previously developed) midrange parts, purchased products and materials used in the product with the product being developed according to technical specifications, operating modes, warranty periods, operating conditions;

Justification of the need to use scarce products and materials;

Information about storage and transportation;

Information about the product’s compliance with safety and industrial hygiene requirements;

Information about the safety of the product and its impact on the environment;

Product disposal information.

5.3.5 In the section “Calculations confirming the operability and reliability of the design” the following should be given:

Calculations confirming the performance of the product (kinematic, electrical, thermal, strength, calculations of hydraulic and pneumatic systems, etc.);

Calculations confirming the reliability of the product (calculation of indicators of durability, maintainability, storability, etc.).

For each type of calculation, software and information support automated systems(if they are used to perform calculations).

If the volume of calculations is large, they can be issued in the form of separate CDs; while in this section Only calculation results should be presented.

5.3.6 In the section “Description of the organization of work using the product under development,” information about the organization of work with the product at the site of operation should be provided, including:

Description of specific techniques and methods of working with the product in the modes and conditions provided for by the technical specifications;

Description of the procedure and methods for storing, transporting and installing the product and putting it into operation at the site of operation;

Assessment of product performance data (interchangeability, ease of maintenance, maintainability, resistance to impact external environment and the ability to quickly eliminate failures);

Information about the qualifications and number of service personnel.

5.3.7 In the section “Expected technical and economic indicators” the following should be given:

Economic indicators, necessary calculations;

Approximate calculation of the price of an experimental and serial product and the costs of organizing production and operation.

5.3.8 In the section “Level of standardization and unification” the following should be given:

Information about standard, unified and borrowed assembly units and parts that were used in the development of the product, as well as indicators of the level of unification and standardization of the product design;

Justification of the possibility of developing interstate, national and organization standards for standardization objects related to the development of this product, its midrange and new materials.

5.4 The appendix to the explanatory note should include:

A copy of the technical specifications, as well as, if necessary, data ( technical requirements, acceptance rules, control methods and other information) to be included in technical specifications, if the latter have not been developed at this stage;

Materials of artistic and design development that are not design documents;

List of works that should be carried out at the stage of developing a working design documentation;

Clarification or development network graphics for further development and implementation in industrial production product being developed;

List of used literature, etc.;

List of documents used in the development of technical specifications and received by the product developer from other organizations (copyright certificates, expert opinion on patent purity, consumer certificates on the required volume of production of products being developed, etc.); in this case, the design documentation is not included in the appendix to the explanatory note, but the explanatory note may contain the necessary information from these documents (for example, the subject of the invention, the required quantities of products for a quarter, for a year, for a five-year period), as well as the number and date of the document or accompanying letters;

List of software and information support tools for automated systems used in the development of technological process.

List of works performed during the development of a technical project

In general, when developing TP, they perform following works:

1 Development of design solutions for the product and its main components.

2 Carrying out the necessary calculations, including those confirming the technical and economic indicators established by the technical specifications.

3 Completing the necessary circuit diagrams, connection diagrams, etc.

4 Development and justification of technical solutions that ensure reliability indicators established by the technical specifications and previous stages of development (if these stages were developed).

5 Analysis of the product design for manufacturability, taking into account feedback from organizations (manufacturers of industrial production in terms of ensuring manufacturability in the conditions of this particular production, including the use of equipment available in the organization, as well as accounting for this project requirements of regulatory documentation in force in the manufacturer; identifying new equipment necessary for the production of products (justification for development or acquisition); development of metrological support (selection of measurement methods and means).

6 Manufacturing and testing of material prototypes or development and analysis of electronic prototypes.

7 Evaluation of the product in relation to its compliance with the requirements of ergonomics and technical aesthetics.

8 Assessing the possibility of storing, transporting, and installing the product at the site of its operation.

9 Assessing the operational data of the product (interchangeability, ease of maintenance, maintainability, resistance to environmental influences, the ability to quickly eliminate failures, quality control of the product, availability of control tools technical condition and etc.).

10 Final registration of applications for the development and manufacture of new products (including measuring instruments) and materials used in the product being developed.

11 Carrying out measures to ensure the level of standardization and unification of the product specified in the technical specifications.

12 Checking the product for patent purity and competitiveness, filing applications for inventions.

13 Identification of the range of borrowed and purchased products, coordination of the use of purchased products.

14 Coordination of overall, installation and connection dimensions with the customer (customer’s representative office), if the products are developed by order of the Ministry of Defense or the main consumer.

15 Assessment of the technical level and quality of the product.

16 Development of design design drawings (parts of assembly units, kits, complexes or electronic models of parts, assembly units, kits, complexes), if this is caused by the need to speed up the issuance of technical specifications for the development of specialized equipment for their manufacture.

17 Checking the compliance of the solutions used with safety and industrial hygiene requirements.

18 Drawing up a list of works that should be carried out at the design stage working documentation, in addition and (or) clarification of the work provided for in the technical specifications, technical proposal and preliminary design.

19 Preparation of proposals for the development of standards (revision or amendments to existing standards) provided for in the technical specifications at the stage of development of the technical specifications.

20 Preparation of proposals for the use of software and information support for automated systems in the development of a working design documentation;

21 Development of options for individual MFs and selection of the optimal option based on the test results of mock-ups or prototypes of the product (if necessary).

22 Information about the main MFs used in the product of borrowed (previously developed) MFs, purchased products and materials, it is advisable to draw up in the form of a constructive electronic structure of the product in accordance with GOST 2.053.

4 Basic provisions

5.3.5 In the section “Calculations confirming the operability and reliability of the design” the following should be given:

Calculations confirming the performance of the product (kinematic, electrical, thermal, strength, calculations of hydraulic and pneumatic systems, etc.);

Calculations confirming the reliability of the product (calculation of indicators of durability, maintainability, storability, etc.).

For each type of calculation, software and information support for automated systems should be indicated (if they are used to perform calculations).

If the volume of calculations is large, they can be drawn up in the form of separate CDs: in this case, only the results of calculations should be presented in this section.

5.3.6 In the section “Description of the organization of work using the product under development,” information about the organization of work with the product at the site of operation should be provided, including:

Description of specific techniques and methods of working with the product in the modes and conditions provided for in the technical specifications:

Description of the procedure and methods for storing, transporting and installing the product and putting it into operation at the site of operation:

Assessment of product operational data (interchangeability, ease of maintenance, maintainability, resistance to environmental influences and the ability to quickly eliminate failures);

Information about the qualifications and number of service personnel;

5.37 In the section “Expected technical and economic indicators” the following should be given:

Economic indicators, necessary calculations;

Approximate calculation of the price of an experimental and serial product and organization costs

5.3.8 In the section “Level of standardization and unification” the following should be given:

Information about standard, unified and borrowed assembly units and parts that were used in the development of the product, as well as indicators of the level of unification and standardization of the product design;

Justification of the possibility of developing interstate, national and organizational standards for standardization objects related to the development of this product, its intermediate components and new materials.

5.4 The appendix to the explanatory note should include:

A copy of the technical specifications. as well as, if necessary, data (technical requirements, acceptance rules, control methods and other information) to be included in the technical specifications, if the latter have not been developed at this stage;

Materials of artistic and design development that are not design documents;

List of works that should be carried out at the stage of developing a working design documentation:

Clarification or development of a network schedule for the further development and implementation of the product being developed into industrial production;

List of used literature, etc.;

List of documents used in the development of technical specifications and received by the product developer from other organizations (copyright certificates, expert opinion on patent purity, consumer certificates on the required production volume of the products being developed, etc.); in this case, the design documentation is not included in the appendix to the explanatory note, but the explanatory note may contain the necessary information from these documents (for example, the subject of the invention, the required quantities of products for a quarter, for a year, for a five-year period), as well as the number and date of the document or accompanying letters.

In general, when developing a technological process, the following work is performed:

1 Development of design solutions for the product and its main components.

2 Carrying out the necessary calculations, including those confirming the technical and economic indicators established by the technical specifications.

3 Execution of the necessary circuit diagrams, connection diagrams, etc.

4 Development and justification of technical solutions that ensure reliability indicators established by the technical specifications and previous stages of development (if these stages were developed).

5 Analysis of the product design for manufacturability, taking into account feedback from industrial manufacturing organizations (enterprises) and part of ensuring manufacturability in the conditions of this particular production, including the use of equipment available to the replacement authorities, as well as taking into account in this project the requirements of regulatory documentation in force in manufacturing organization: identification of new equipment necessary for the production of products (justification for development or acquisition): development of metrological support (selection of methods and measuring instruments).

This standard establishes requirements for the implementation of technical designs for products from all industries.

1. GENERAL PROVISIONS

1.1. The technical design is developed, if provided. terms of reference, protocol for reviewing a technical proposal or preliminary design.

A technical project is developed with the aim of identifying final technical solutions that provide a complete understanding of the design of the product, when it is advisable to do this before the development of working documentation.

If necessary, the technical design may include the development of variants of individual components of the product.

In these cases, the choice of the optimal option is based on the test results of prototypes of the product.

1.2. When developing a technical project, they carry out the work necessary to meet the requirements for the product and allow them to gain a complete understanding of the design of the product being developed, assess its compliance with the requirements of the technical specifications, manufacturability, degree of complexity of manufacturing, packaging methods, possibilities of transportation and installation at the site of use, ease of use , feasibility and possibility of repair, etc.

The list of required work is determined by the developer depending on the nature and purpose of the product and is agreed upon with the customer if the product is being developed according to orders from the Ministry of Defense.

An approximate list of works for household products is given in the appendix.

Note. At the technical project stage, work carried out at previous stages is not repeated if it cannot provide additional data. In this case, the results of previously completed work are reflected in the explanatory note.

1.3. Layouts should be designed to check (if necessary, at the customer’s or consumer’s site) the design and circuit solutions of the product being developed and (or) its components, as well as to confirm the final decisions made. Testing of mock-ups must be carried out in accordance with the program and test methodology developed in accordance with GOST 2.106-68. The need to produce mock-ups and their quantity are established by the development organization (if required, then together with the customer).

1.4. The technical design includes design documents in accordance with GOST 2.102-68, provided for by the technical specifications and the protocol for reviewing the technical proposal and preliminary design.

When developing a technical project, individual documents developed at previous stages can be used if these documents meet the requirements for technical project documents or if changes are made to them to ensure such compliance. The documents used are assigned the letter "T".

Design documents developed for the production of mock-ups are not included in the set of technical design documents.

1.5. Copies of technical design documents compiled in accordance with GOST 2.106-68 are submitted for review, approval and approval. It is allowed, in agreement with the customer, to submit original technical design documents.

2. REQUIREMENTS FOR COMPLETION OF DOCUMENTS

2.1. The general drawing for the technical project is carried out in accordance with GOST 2.119-73. In addition, on the general drawing, if necessary, the following is given:

instructions on the selected fits of parts (dimensions and maximum deviations of mating surfaces are indicated in accordance with GOST 2.307-68);

technical requirements for the product, for example, on the use of certain coatings, methods of impregnation of windings, welding methods that ensure the required quality of the product (these requirements must be taken into account in the subsequent development of working documentation);

technical characteristics of the product, which are necessary for the subsequent development of drawings.

2.2. All design documents included in the technical project are recorded in the technical design sheet in the manner established by GOST 2.106-68.

2.3. The explanatory note of the technical design is carried out in accordance with GOST 2.106-68, taking into account the following basic requirements for the content of sections:

a) in the “Introduction” section indicate the name, number and date of approval of the technical specifications. If the development of a technical project is provided not by a technical specification, but by a protocol for considering a technical proposal or a draft design, then make an entry like: “The development of a technical project is provided for by a draft design...” and indicate the number and date of the protocol for considering a draft design;

b) in the section “Purpose and scope of the product under development” indicate: brief description areas and conditions of use of the product; general characteristics the object for which the product is intended

(if necessary); basic data that should ensure the stability of product quality indicators

c) in the “Technical Specifications” section the following is given:

For reference, it is allowed to indicate the designations of the main design documents on which the mock-ups were made, the number and date of the report (or) test report, etc.;

information on the compliance of the borrowed (previously developed) components, purchased products and materials used in the product with the product being developed in terms of technical characteristics, operating modes, warranty periods, operating conditions;

justification of the need to use scarce products and materials; information about transportation and storage;

information about the product’s compliance with safety and industrial hygiene requirements;

e) in the section “Calculations confirming the operability and reliability of the design” give:

calculations confirming the performance of the product (kinematic, electrical, thermal, calculations of hydraulic and pneumatic systems, etc.);

calculations confirming the reliability of the product (calculation of indicators of durability, maintainability, storability, etc.).

If the volume of payments is large, they can be issued in the form of separate documents; however, in this section only the results of calculations are given;

f) in the section “Description of the organization of work using the product being developed” provide information on the organization of work with the product at the site of operation, including:

description of specific techniques and methods of working with the product in the modes and conditions provided for in the technical specifications;

description of the procedure and methods of transportation, installation and storage of the product and its commissioning at the site of operation;

assessment of product operational data (interchangeability, ease of maintenance, maintainability, resistance to environmental influences and the ability to quickly eliminate failures);

information about the qualifications and number of service personnel; g) in the section “Expected technical and economic indicators” the following is given:

economic indicators ( economic efficiency from introduction into the national economy, etc.), necessary calculations;

approximate calculation of the price of an experimental and serial product and the costs of organizing production and operation;

h) in the section “Level of standardization and unification” the following is given:

information about standard, unified and borrowed assembly units and parts that were used in the development of the product, as well as indicators of the level of unification and standardization of the product design;

justification for the possibility of developing state and industry standards for standardization objects related to the development of this product, its components and new materials.

2.4. The appendix to the explanatory note provides:

LIST OF WORK PERFORMED DURING THE DEVELOPMENT OF A TECHNICAL PROJECT

In general, when developing a technical project, the following work is carried out: a) development of design solutions for the product and its main components;

b) performing the necessary calculations, including those confirming the technical and economic indicators established by the terms of reference;

c) execution of the necessary circuit diagrams, connection diagrams, etc.; d) development and justification of technical solutions that ensure reliability indicators,

established by the terms of reference and previous stages of development (if these stages were developed);

e) analysis of the product design for manufacturability, taking into account feedback from industrial manufacturers in terms of ensuring manufacturability in the conditions of this particular production, including the use of equipment available at the enterprise, as well as taking into account in this project the requirements of regulatory and technical documentation in force at the manufacturer ; identifying new equipment necessary for the production of products (justification for development or acquisition); development of metrological support (selection of measurement methods and means);

f) development, production and testing of prototypes; g) assessment of the product in relation to its compliance with the requirements of economics, technical

aesthetics; h) assessment of the possibility of transportation, storage, and installation of the product at its location

applications; i) assessment of the operational data of the product (interchangeability, ease of maintenance,

maintainability, resistance to environmental influences, the ability to quickly eliminate failures, quality control of the product, availability of technical condition monitoring tools, etc.);

j) finalization of applications for the development and manufacture of new products (including measuring instruments) and materials used in the product being developed;

k) carrying out measures to ensure the level of standardization and unification of the product specified in the technical specifications;

m) identifying the range of purchased products, coordinating the use of purchased products; o) coordination of overall, installation and connection dimensions with the customer or

4.3 When developing technical specifications, you should carry out the work necessary to meet the requirements for the product and allow you to get a complete understanding of the design of the product being developed, evaluate its compliance with the requirements of technical specifications, manufacturability of the design, degree of complexity of manufacturing, packaging methods, possibilities of transportation and installation on site, convenience operation, feasibility and possibility of repair, etc.

5.3 The explanatory note of the TP should be carried out in accordance with GOST 2.106, taking into account the following basic requirements for the content of sections:

5.3.1 In the “Introduction” section the name, number and date of approval of the technical specifications should be indicated. List of works performed during the development of a technical project

In general, when developing a technological process, the following work is performed:

1 Development of design solutions for the product and its main components.

2 Carrying out the necessary calculations, including those confirming the technical and economic indicators established by the technical specifications.

3 Execution of the necessary circuit diagrams, connection diagrams, etc.

4 Development and justification of technical solutions that ensure reliability indicators established by the technical specifications and previous stages of development (if these stages were developed).

5 Analysis of the product design for manufacturability, taking into account feedback from industrial manufacturing organizations (enterprises) regarding ensuring manufacturability in the conditions of this particular production, including the use of equipment available in the organization, as well as taking into account in this project the requirements of regulatory documentation in force in the organization - the manufacturer; identifying new equipment necessary for the production of products (justification for development or acquisition); development of metrological support (selection of measurement methods and means).

6 Manufacturing and testing of material prototypes or development and analysis of electronic prototypes.

7 Evaluation of the product in relation to its compliance with the requirements of economics and technical aesthetics.

8 Assessing the possibility of storing, transporting, and installing the product at the site of its operation.

9 Assessing the operational data of the product (interchangeability, ease of maintenance, maintainability, resistance to environmental influences, the ability to quickly eliminate failures, quality control of the product, availability of technical condition monitoring tools, etc.);

10 Final processing of applications for the development and manufacture of new products (including measuring instruments) and materials used in the product being developed.

11 Carrying out measures to ensure the level of standardization and unification of the product specified in the technical specifications;

12 Checking the product for patent purity and competitiveness, filing applications for inventions.

13 Identification of the range of borrowed and purchased products, coordination of the use of purchased products.

14 Coordination of overall, installation and connection dimensions with the customer (customer’s representative office), if the products are developed by order of the Ministry of Defense or the main consumer.

16 Development of design design drawings (parts of assembly units, kits, complexes or electronic models of parts, assembly units, kits, complexes, if this is caused by the need to speed up the issuance of technical specifications for the development of specialized equipment for their manufacture.

17 Checking the compliance of the solutions used with safety and industrial hygiene requirements.

18 Drawing up a list of works that should be carried out at the design documentation stage of the working documentation, in addition and (or) clarification of the work provided for by the technical specifications, technical proposal and preliminary design.

The goals, basic principles and basic procedure for carrying out work on interstate standardization are established by GOST 1.0-92 "Interstate standardization system. Rules for development, adoption, application, renewal and cancellation"

1 area of ​​use

This standard establishes requirements for the implementation of technical designs for products from all industries.

Based on this standard, it is allowed, if necessary, to develop organizational standards that clarify the nomenclature of the design documents being developed and the list of work performed at the technical design stage, taking into account the specifics of the products being designed and the organization of work.

This standard uses normative references to the following interstate standards:

3.2 Abbreviations

The following abbreviations are used in this standard:

KD - design document (design documentation);

MF - component of the product;

TK - technical specifications;

TP - technical project.

4 Basic provisions

4.1 TP is the design stage of development of design documentation in accordance with GOST 2.103, and it should be developed in accordance with technical specifications in order to identify final technical solutions that give a complete understanding of the design of the product under development, and initial data for the development of working design documentation, when it is advisable to do this before the development of working design documentation .

If necessary, the technical support may include the development of variants of individual midrange products.

In these cases, the choice of the optimal option is based on the results of tests of material mock-ups or analysis of electronic mock-ups.

4.3 When developing technical specifications, you should carry out the work necessary to meet the requirements for the product and allow you to get a complete understanding of the design of the product being developed, evaluate its compliance with the requirements of technical specifications, manufacturability of the design, degree of complexity of manufacturing, packaging methods, possibilities of transportation and installation on site, convenience operation, feasibility and possibility of repair, etc.

The list of required work is determined by the developer depending on the nature and purpose of the product and agreed with the customer (customer's representative office) if the product is being developed according to orders from the Ministry of Defense.

An approximate list of works is given in Appendix A.

Note - At the TP stage, work carried out at previous stages should not be repeated if they cannot provide additional data. In this case, the results of previously completed work should be reflected in an explanatory note.

4.4 Layouts are intended for checking (if necessary, at the customer’s or consumer’s site) design and circuit solutions of the product being developed and/or its midrange, as well as for confirming the final decisions.

The need to manufacture material mock-ups or analyze electronic mock-ups is determined by the development organization (if required, then together with the customer (customer’s representative office)), if the product is being developed by order of the Ministry of Defense.

4.5 Testing of material mock-ups should be carried out in accordance with the program and test methodology developed in accordance with GOST 2.106, analysis of electronic mock-ups should be carried out in accordance with the program and methodology established by the organization’s standard.

4.6 The technical proposal may include design documentation with the letters “T” in accordance with GOST 2.102, provided for by the technical specifications and/or protocol for reviewing a technical proposal or preliminary design. When performing design documentation in electronic form, projects of the electronic structure of a product and an electronic model of a product (assembly unit, complex, kit) should be carried out in accordance with GOST 2.052 and GOST 2.053, respectively, with the degree of detail characteristic of the stage of development of the technical design.

When developing a technological process, individual design documentation developed at previous stages of development can be used if these design documents comply with the requirements for technical documentation or if changes are made to them to ensure such compliance. The design documentation included in the TP should be assigned the letter “T”.

Design documents developed for the production of prototypes or analysis of electronic models should not be included in the technical design documentation.

4.7 Copies of the design documentation included in the TP, compiled according to the “Technical Design Statement” in accordance with GOST 2.106, should be submitted for review, approval and approval. If a product is being developed by order of the Ministry of Defense, it is allowed, in agreement with the customer (customer's representative office), to submit the original design documentation.

4.8 The form of presentation of design documentation (paper or electronic), if it is not specified in the technical specifications and/or protocols for consideration of a technical proposal or preliminary design, must be determined by the developer in agreement with the customer (customer’s representative office), if the product is being developed by order of the Ministry of Defense.

5 Requirements for the execution of design documents

5.1 A general view drawing of a product or an electronic model of a product (assembly unit, complex, kit) should be made in accordance with GOST 2.119. In addition, these CDs, if necessary, provide:

Instructions on the selected fits of parts (dimensions and maximum deviations of mating surfaces should be applied in accordance with GOST 2.307);

Technical requirements for the product, for example, on the use of certain coatings, methods of impregnation of windings, welding methods that ensure the required quality of the product (these requirements must be taken into account in the subsequent development of the working design documentation);

Technical characteristics of the product, which are necessary for the subsequent development of drawings or electronic models of the product.

5.2 All design design documentation included in the TP should be recorded in the TP sheet in the manner established by GOST 2.106.

The TP may include design design documentation in various forms of presentation (in paper or electronic form), while in the “Note” column it is recommended to indicate the form of presentation of design documentation.

5.3 The explanatory note of the TP should be carried out in accordance with GOST 2.106, taking into account the following basic requirements for the content of sections:

5.3.1 In the “Introduction” section the name, number and date of approval of the technical specifications should be indicated. If the development of the technical design is provided not by the technical specifications, but by the protocol for reviewing the technical proposal or draft design, then an entry should be made like: “The development of the technical design is provided for by the draft design...” and indicate the number and date of the protocol for reviewing the draft design;

5.3.2 In the section “Purpose and scope of the product under development” the following should be indicated:

Brief description of the area and conditions of use of the product;

General characteristics of the object for which this product is intended (if necessary);

Basic data that should ensure the stability of product quality indicators under operating conditions;

5.3.3 In the “Technical Specifications” section the following should be given:

Main technical characteristics of the product (power, speed, productivity, electricity consumption, fuel consumption, efficiency and other parameters characterizing the product);

Information about compliance with or deviations from the requirements established by the technical specifications and previous stages of development, if any, with justification for the deviations.

5.3.4 In the section “Description and justification of the selected design” the following should be given:

Description and justification of the selected design, diagrams, packaging (if packaging is provided) and other technical solutions adopted and tested at the stage of TP development. Illustrations should be provided where necessary;

Data comparing the main characteristics of the product with the characteristics of analogues (domestic or foreign) or a link to a map of the technical level and quality of products;

Assessing the manufacturability of the product design, including justification for the need to develop or purchase new equipment;

Assessment of final technical solutions for compliance with the requirements for ensuring patent purity and competitiveness;

Information about the inventions used (numbers of copyright certificates or numbers of applications for inventions indicating the priority date);

Test results of material mock-ups (if they were manufactured), electronic mock-ups (if they were developed) and data assessing the compliance of the mock-ups with the specified requirements, including ergonomics and technical aesthetics. If necessary, photographs of material models should be provided. For reference, it is allowed to indicate the designations of the main design documents based on which material mock-ups were made or electronic mock-ups were developed, the number and date of reports (or) protocols on testing, analysis, etc.;

Information on the compliance of the borrowed (previously developed) midranges, purchased products and materials used in the product with the product being developed in terms of technical characteristics, operating modes, warranty periods, operating conditions;

Justification of the need to use scarce products and materials;

Information about storage and transportation;

Information about the product’s compliance with safety and industrial hygiene requirements;

Information about the safety of the product and its impact on the environment;

Product disposal information.

5.3.5 In the section “Calculations confirming the operability and reliability of the design” the following should be given:

Calculations confirming the performance of the product (kinematic, electrical, thermal, strength, calculations of hydraulic and pneumatic systems, etc.);

Calculations confirming the reliability of the product (calculation of indicators of durability, maintainability, storability, etc.).

For each type of calculation, software and information support for automated systems should be indicated (if they are used to perform calculations).

If the volume of calculations is large, they can be issued in the form of separate CDs; however, only the calculation results should be presented in this section.

5.3.6 In the section “Description of the organization of work using the product under development,” information about the organization of work with the product at the site of operation should be provided, including:

Description of specific techniques and methods of working with the product in the modes and conditions provided for by the technical specifications;

Description of the procedure and methods for storing, transporting and installing the product and putting it into operation at the site of operation;

Assessment of product operational data (interchangeability, ease of maintenance, maintainability, resistance to environmental influences and the ability to quickly eliminate failures);

Information about the qualifications and number of service personnel.

5.3.7 In the section “Expected technical and economic indicators” the following should be given:

Economic indicators, necessary calculations;

Approximate calculation of the price of an experimental and serial product and the costs of organizing production and operation.

5.3.8 In the section “Level of standardization and unification” the following should be given:

Information about standard, unified and borrowed assembly units and parts that were used in the development of the product, as well as indicators of the level of unification and standardization of the product design;

Justification of the possibility of developing interstate, national and organizational standards for standardization objects related to the development of this product, its intermediate components and new materials.

5.4 The appendix to the explanatory note should include:

A copy of the technical specifications, as well as, if necessary, data (technical requirements, acceptance rules, control methods and other information) to be included in the technical specifications, if the latter have not been developed at this stage;

Materials of artistic and design development that are not design documents;

List of works that should be carried out at the stage of developing a working design documentation;

Clarification or development of a network schedule for the further development and implementation of the product being developed into industrial production;

List of used literature, etc.;
