When applying for a job, in accordance with Article 65 of the Labor Code, the applicant is required to present a military ID. In practice, candidates may evade this obligation, citing the fact that the military ID is in the military registration and enlistment office, is lost, forms are missing, etc. In this case, the employer may refuse the conclusion employment contract with the applicant, at least until all documents are submitted. The employer can also meet halfway and take a written receipt from the future employee, which indicates the deadline for submitting the document.

Its form is given in the Methodological Recommendations approved by the General Staff of the Armed Forces of the Russian Federation. Such a plan also needs to be agreed upon with the military commissariat, and subsequently such a procedure will need to be carried out annually (clause 37 of the Methodological Recommendations approved by the General Staff of the Armed Forces of the Russian Federation).

Along with the order and work plan, the following is usually submitted to the military commissariat:

 organization registration card in form No. 18. The unified form of the card is not established by law. In particular, Russian courts use the following form for initial registration with the military registration and enlistment office (order of the Judicial Department at Supreme Court RF dated January 12, 2005 No. 2);

 report on Form No. 6, approved by resolution of the Reservation Commission work force for the national economy in agreement with the State Statistics Committee of the USSR dated February 10, 1989 No. 760.

The specific list of documents, as well as the form of the registration card, should be clarified at the military commissariat at the place of registration of the organization, since a unified procedure is not established at the federal level.

Send the prepared documents to two addresses: the military commissariat and the reservation commission.

Maintaining military records is the responsibility of every company. It involves the implementation of a number of activities listed in paragraph 32 of Decree of the Government of the Russian Federation dated November 27, 2006 No. 719.

For example, you need to send information about hired and dismissed employees who are subject to military registration to the military registration and enlistment office, maintain personal cards of such employees (in form No. T-2 “Personal card of an employee” or No. T-2GS (MS) “Personal card of a state (municipal) employee"), send data to the military commissariat about changes in place of residence and other personal information of employees. In addition, employees who are responsible for maintaining military records in the company must conduct explanatory work among conscripts and verify data with the military registration and enlistment office.

The General Staff of the Russian Federation, in its Methodological Recommendations dated December 31, 2007, invites companies to draw up an annual work plan for military registration. But since Resolution No. 719 does not contain such an obligation, liability for the lack of a plan is not provided. In our opinion, it is advisable to draw up a document when the company has a large number of employees subject to military registration. This will facilitate the work on military registration, and will also allow you to control the implementation of mandatory events.

In what form is it compiled?

There is no special work plan form. In the Methodological Recommendations of the General Staff of the Russian Federation dated December 31, 2007, there is an approximate form of a document that lists all military registration activities, as well as the recommended timing for each of them. The company can take the form from the manual as a basis, leaving only the necessary columns there. The company can determine the deadlines, with the exception of those provided for by Resolution No. 719, for itself.

What must be in the document

The plan must reflect all military registration work carried out by the company. Opposite each item write your full name. responsible employee company (if military records are maintained by several employees). In the “Mark of completion” field, the company can make an entry with any wording. For example, “the work has been completed” or “the information has been sent.” You can also write the names of the employees in respect of whom reports have been sent to the military commissariat. This will make accounting easier.

Also in the document it is necessary to indicate the deadlines for each activity. A number of deadlines are established by Resolution No. 719. They are mandatory for all organizations and are shown in the table.

The plan is approved for one year and signed by the head of the company. If desired, the document can be agreed upon with the military commissariat, although there is no such obligation in the legislation.
