PJSC Rostelecom published a number of documents on annual reporting. From the materials it follows that the company has laid off more than 38 thousand employees over the past five years. At the same time, in the near future, until 2020, the telecommunications corporation plans to leave another 10-18% of workers unemployed.

The press service of the operator explained to the Moika78 correspondent that in 2013 the Rostelecom company adopted a new development strategy, which was updated two years later.

Let us add that last year almost 8.8 thousand employees were fired from the company. And over the past three years in St. Petersburg and the Leningrad region, the number of personnel has been optimized by 23%. At the same time, efficiency in the form of revenue per employee increased to 2.3 million rubles. However, Rostelecom is not just cutting staff for optimization purposes; the company is starting to cooperate with some employees as part of outsourcing.

At the same time, on the World Wide Web you can find hundreds of reviews about working at Rostelecom Corporation. And most of them are not positive. Former employees complain about low wages, terrible working conditions and staff turnover.

“In the company, 25% of the employees were fired under the pretext that we will increase the salaries of the remaining employees. As a result, salaries were reduced and additional payments were removed. And management continues mass layoffs. They say: “If you don’t like it, go to the trade unions and sue”

According to network users, workers are deprived of bonuses, and there is also a constant shortage of personnel: “They are laying off every day. If you want to get a job in this “stable company”, you need to be prepared that an employee can be fired at any time. It doesn’t matter how long you’ve worked here.”

A resident of Moscow says: “You can work a lot, or you can do nothing - they will pay the same.”

Workers from Kemerovo call the company unpromising from the employee’s point of view: “Currently the company has complete outsourcing, career absent".

The St. Petersburg Federation of Trade Unions told Moika78: “Of course, every employee has the right to challenge dismissal in court. Trade union organizations must, first of all, protect the rights of employees. So, we have an agreement with the primary office of Rostelecom, according to which we provide free legal assistance to trade unionists and trade union members.

Help includes advice and training necessary documents, including statements of claim to court. Employees can obtain contact information for a lawyer from the chairman of the primary trade union organization. If an employee is not a member of a trade union, then he can contact paid lawyer consulting. Or he may ask the prosecutor’s office to go to court to protect the rights of the employee in accordance with Part 1 of Art. 45 of the Civil Procedure Code of the Russian Federation.

If an employee has been laid off, it is necessary to urgently contact a lawyer to assess the chances of reinstatement. We recommend not to waste time on complaints to the prosecutor’s office or the state labor inspectorate, but to immediately challenge the dismissal in judicial procedure. You can go to court within a month after the layoff.”

At the same time, the press service of Rostelecom stated: “The company is socially responsible and certainly complies with the requirements of the current Labor Legislation RF. On the one hand, all these “movements” were quite expected, but so far the processes of cost reduction have probably not been so large-scale. Or at least they weren't declared target number one. Rostelecom has so far been more involved in minor “improvements” of an external nature - they carried out a rebranding and, according to representatives of the operator, “surveys showed a high level of recognition” (I remember that “eggs” were also discussed and the authors of those proposals also assured that the appearance of these “drawings” was correct and successful). . Then they began to transfer regional assets under this brand, changed the design and carried out renovations in the sales offices, and so on in small ways. At the same time, we had the opposite effect - revenue in the B2C segment decreased compared to the same period last year.

In addition to the long-standing issues of modernizing the technical infrastructure, and the blow will be aimed primarily at the state of affairs and the development of local networks, structural and organizational changes are also planned. And this reorganization in its most severe form will be a significant (taking into account the entire period of the program) reduction in the number of employees throughout the “new” Rostelecom. So a kind of “end of the world” is quite real, because at the end of December the draft of this program is scheduled to be considered by the board of directors of Rostelecom. And some lucky people from Skylink should have already been affected, since in the next six months from 25% to 40% of the staff should be laid off.

First of all, the cuts will logically include duplicate positions in the same accounting departments. Also, by reducing the number of departments, lower and middle managers become candidates for relegation. But it’s better not to be too happy for the remaining managers, since as rank-and-file personnel are further cut, this fate will also affect some of them.

Rostelecom has already studied the structure of its operating expenses and found the “extreme”*

The financing needs for the modernization of communication networks alone are estimated at $10 billion. Rostelecom expects that after replacing the copper cable infrastructure with optical fiber and wide application softswitches will significantly reduce the technical staff responsible for the operation of automatic telephone exchanges, city highways and subscriber lines.

And although this update of local networks will require a lot of time and the reduction processes will take place gradually, this will affect several tens of thousands of Rostelecom specialists (“Implementation of this program... will allow us to halve the cost of operating the network and halve the number of technical personnel who now there are 98 thousand people").

Compare with the best

There are, it seems to me, two reasons for the restructuring of this large machine. And both are external. In its presentation*, Rostelecom compared itself with its competitors and it is clearly seen that the same MTS, having several times lower indicators, except for the number of cellular subscribers and points of sale, bypassed Rostelecom. And other operators are not far behind.

The target indicator for management will be a profitability level of at least 40%** (according to reporting for 9 months of this year - 39.4%). Therefore, it is possible that Rostelecom, in one form or another, will “leave” its own retail network. Much attention will also be focused on sales, primarily in the corporate segment. Maykor, a provider of IT and business process outsourcing services, has become Rostelecom’s main contractor for a project to outsource part of its networks in rural areas, a person close to Maykor told Vedomosti.

A person close to Rostelecom insists that Maykor is not the only executor of the project, but admits that to date it has won most of the competitions for it. To date, Maykor has won most of the tenders announced by Rostelecom for servicing local communication networks in rural areas, a representative of the IT company confirmed.

We are talking about outsourcing linear technical communication shops (LTCs, which service individual sections of networks in the regions) in rural areas, it is said in corporate publication"Bulletin of Rostelecom". Currently, LTCs in the European part of the country are being transferred, but soon LTCs in Siberia and the Far East will also be transferred to serve third-party companies, the publication says. 146 LTCs have been transferred for maintenance, and it is planned to transfer about 1,500 throughout Russia. Thus, so far, based on the results of tenders, less than 9% of the planned number of LTCs in areas with low demand have been transferred to outsourcing, says Andrei Polyakov, a representative of the operator. Maykor is among the project performers who won competitions, he says, but does not disclose details.

The project is called “Rural Communication,” explains Polyakov. Inter-district centers were included in it technical operation, which serve areas with populations of less than 50,000 people, he continues. The goal of the project is to reduce Rostelecom's operating costs in small areas in order to ensure its efficiency. Managers will focus their efforts on large populated areas, in the main area of ​​activity for the operator - the provision of communication services, he clarifies. The project involves not only the outsourcing of unprofitable/small LTCs in areas with low demand - the contractor will also have to optimize the network and organize additional sales of Rostelecom products, says Polyakov.

Contracts with Rostelecom imply that the contractor receives a percentage of Rostelecom's revenue in the serviced region, a person close to Maykor knows. This was done so that the contractor was interested in maintaining the quality of the network and increasing revenue from subscribers, including through the connection of new services, he says. This can stop the decline in revenue from wired communications in these regions, Vedomosti's interlocutor hopes. According to him, Maykor has already signed contracts that provide for income of 1.8 billion rubles. Polyakov does not comment on this figure. Maykor representative Irina Semenova says that the contractor’s remuneration for project services is determined by a percentage of the operator’s income in each specific region. The percentage of income and the maximum contract price are specified in each contract, she explains. Semenova does not disclose the amount of contracts concluded with Rostelecom.

Rostelecom's contracts also involve a significant reduction in its staff due to the transfer to a contractor company, a person close to Maykor knows. According to him, currently outsourced communication networks are served by about 28,000 engineers, and Maykor will need no more than 15,000–17,000 people for this.

As part of the project, Rostelecom employees servicing local communication networks based on LTCs in small areas are transferred to the staff of an outsourcer company to perform the same functions, but with greater efficiency, Polyakov confirms. It is being developed for them special system motivation, system of using official and personal transport. In addition, employees are expected to participate in other projects of the outsourcing company, since the territory of Rostelecom's subscriber base covers many service facilities for the outsourcing company's customers. In particular, they will serve branches of Russian Post, which is a client of Maykor, says a person close to the IT company.

As part of the contracts with Rostelecom, some of the former Rostelecom engineers who are involved in technical maintenance local communication networks, confirms Semenova. They do the same work at Maykor, but more efficiently by combining within service contracts operation and installation functions. The motivation system also gives employees the opportunity additional income, notes Semenova. In addition, Rostelecom employees who join the company have the opportunity to develop their careers and acquire new skills in the Maykor corporate training system, which will allow them to take part in other company projects.

Rostelecom will cut half of its employees within ten years

Rostelecom management is developing a program to improve the efficiency of its business. The operator will need up to $10 billion just to modernize communication networks. But these investments will have a quick effect: the company will be able to halve its staff and maintain the profitability of operations at a high level.

At the end of December, the board of directors of Rostelecom will consider a draft program for the development of local telephone networks. Mikhail Magrilov, vice president for operator strategy, spoke about this. According to him, if the council is satisfied with the document, it will be adopted in the first quarter of 2013.

Many managers

The first thing that attracts attention in the program is the proposal to reduce the staff of Rostelecom by half by 2023. Moreover, optimization proposals primarily concern the operator’s administrative and management personnel. Already in 2013, it is planned to dismiss 20% of such employees. “This will reduce operating costs by 1.3 billion rubles in 2013, and the main effect will be in 2014 - costs will be reduced by another 3.5-4.5 billion rubles,” said Mr. Magrilov.

The operator intends to completely eliminate district and inter-district communication centers, where about a thousand managers work. It is planned to centralize a number of functions, such as the development of products and solutions for the access network at the level of the corporate center in Moscow (to reduce specialized managers at the regional and macro-regional levels). Regional branches with revenue below 1 billion rubles. it was proposed to merge, and in the corporate center in Moscow to move to a flat management system and get rid of 30% of departments within departments.

In the long term, the reductions will also affect the technical unit, which today employs about 98 thousand specialists servicing automatic telephone exchanges, cable communication lines and the “last inch” of subscriber access. In the next year or two, this line can reduce costs by 500-700 million rubles. per year, suggests the vice president for strategy of Rostelecom.

Currently, Rostelecom employs 165 thousand people, while the Big Three operators employ about 20-30 thousand. The salary fund represents a significant item in the operating expenses of the operator.

Goodbye copper

To make the staff compact and maintain profitability at 40%, in the long term a complete modernization of the existing fixed-line communication network is required, Rostelecom believes. Copper cables must give way to optical fiber, and energy-intensive PBXs to Softswitches. The technical upgrade will cost “about $10 billion,” based on capital expenditures over the next ten years, the company estimated.

The board of directors will be told how these investments will pay off: new generation communication networks will reduce operating costs by half, they need to be maintained less often and this can be done with a smaller staff, explained the vice president of Rostelecom. "As for the choice of technology for modern networks access, then such a decision should be systematically made at the federal level,” noted Mr. Magrilov. - Depending on the density of development, the level of competition in each city and other factors, the network will be built according to GPON technology or FTTX." Such a large increase in capital expenditure would likely require approval general meeting shareholders. In the adopted strategy until 2015, Rostelecom must maintain a ratio of capital costs to revenue of up to 20%; how the main shareholder, the state, will react to the increase in capital costs is still unknown. Active sales

Great emphasis in the efficiency improvement program is placed on the quality of sales and service. Currently, regional sellers are not sufficiently interested in attracting retail and corporate clients, the company admits. “At the time of the merger, the motivation system in a number of regional branches worked like this: the salesperson’s salary was only 5-10% formed from a bonus, and the rest was provided to him,” explained Mr. Magrilov. The weight of the variable part should increase significantly to increase employee motivation.

The retail network will also undergo reform. “The company is now considering two scenarios for the development of retail - the creation of a separate business unit with a corporate center in Moscow or the transfer of the entire network under the management of a 100 percent subsidiary of Rostelecom,” said the operator’s vice president.

In terms of sales development, the operator also identified the ten worst cities in terms of market share in the corporate segment. To increase revenues from this segment, in these cities Rostelecom is going to speed up the connection process and strengthen quality control when commissioning objects from the commercial block.
