Entrepreneurs in our country are obliged to report on their activities not only by the tax, PFR and FSS. In addition to these bodies, each of the entrepreneurs is monitored by Rosstat, which examines the indicators of economic development.


Small business reporting to Rosstat is selective. Every year, statistical officers draw up a sample, include entrepreneurs they are interested in, and send out letters notifying them that a report must be submitted. Unlike the others, in the same letter they send a form that needs to be filled out, and even instructions for filling it out.


It is good if the entrepreneur receives letters at the address indicated in the registration documents, and the letter arrives in advance, before the deadline for reporting.


You can hope for the Russian Post, but it's better to play it safe and take the initiative yourself - if only to find out if you need a report this year.


You report according to the annual sample only if you are a "small enterprise" or "micro enterprise". This fact can be clarified on the tax website by entering your TIN, PSRNIP or full name in the rmsp.nalog.ru register. If you belong to another category, then reporting is mandatory for you.



Reporting to Rosstat is similar to a questionnaire, so it is easy to fill it out yourself. Take the completed statistics form to your department of Rosstat. If you go to take it in person, the employee of Rosstat is obliged to accept the report from you and put a mark on its acceptance on the second copy. If you send the report by letter, the proof that the report was sent by you on time will be the copy of the attachment list that you have left with the postmark put on it with the date of sending and the attached receipt for payment of the postage. If you are submitting reports electronically, also check that you have been sent a receipt for receipt of the report.


If the company has no income, then instead of zero reports, it is enough to write a letter about the lack of activity in a free form.


Starting from the reporting for 2017, it is necessary to indicate new OKVED.


The requirements of Rosstat on the provision of statistical forms should not be ignored. Article 13.19 of the Code of Administrative Offenses of the Russian Federation provides for penalties for failure to provide reports, late provision or provision of false information. For individual entrepreneurs, a fine in the amount of 10,000 to 20,000 rubles is provided. In case of repeated violation - a fine from 30,000 to 50,000 rubles.


By the way, cases of offenses related to the provision of statistical reporting are considered directly by the territorial bodies of Rosstat.

If an entrepreneur was not included in the sample list (statreg.gks.ru), then he cannot be held liable. The proof can be a screenshot of the screen that the businessman is not on the lists.


An exception is the case when the IP was warned in advance in writing about the observation.

Are reports submitted to statistics for individual entrepreneurs without employees? The need to submit a report to Rosstat is assigned to all entrepreneurs, regardless of whether they have employees.

Reporting to Rosstat for individual entrepreneurs

An individual entrepreneur must submit reports to the State Statistics Committee in two cases:

  • All micro-enterprises, including individual entrepreneurs, report once every 5 years;
  • An individual entrepreneur is obliged to submit a reporting form at the request of Rosstat.

Do I need to submit statistics for individual entrepreneurs without employees in 2017? No, if they have not received a corresponding notification from the State Statistics Committee. Continuous observation of representatives of small businesses, in which all individual entrepreneurs were supposed to participate, fell on 2016. All entrepreneurs had to report to Rosstat by April 1, 2016.

The next reporting year falls on 2021. Annually, only representatives of medium and large businesses (with more than 100 employees and more than 2 billion rubles in revenue) submit statistical reports. They do not include individual entrepreneurs. But Rosstat regularly conducts selective observations of small businesses and sends them reporting forms by registered mail. The sample usually includes no more than 1% throughout Russia.

Since 2016, liability for failure to submit statistical forms or providing false information has been seriously tightened.

Now IP faces a fine of 10,000-20,000 rubles. For comparison, for failure to file a tax return, a fine of 1,000 rubles is imposed on an entrepreneur. According to the law, which entered into force in July 2016, the IP will not be fined for the first violation - the IP will get off with a warning.

The fine is paid only after receiving the relevant request from the State Statistics Committee. Their committee does not always send out. It is not worth paying a fine to a businessman on his own initiative.

The procedure for filling out reports to Rosstat

The report is submitted to the territorial statistical office at the place of residence of the individual entrepreneur.

A report to statistics for individual entrepreneurs without employees is submitted in the form 1-F Entrepreneur. It should be noted that this is a one-time form, it is not permanent, and the questions in it may change at the discretion of Rosstat. Instructions are usually attached to the report.

The reporting form does not differ from the one that applies to employers. An individual entrepreneur must indicate the following information in it: the title page indicates the full name of the individual entrepreneur, his address of residence, OGRNIP, TIN and OKPO.

The reporting form itself consists of three sections. In the first section, you need to indicate whether the individual entrepreneur conducted business activities last year and whether he worked for another legal entity as an employee. If the IP gave a negative answer to both questions, then the survey is over.

Next, you need to clarify how many months the individual entrepreneur actually did business, and indicate the address of the businessman's office or outlet (if it differs from the address of his registration). In the third question, it is necessary to note the applied taxation system: UTII, simplified tax system, unified agricultural tax, PSN or OSNO. The fourth question contains information about the average number of individual entrepreneurs, including partners, family members (only those who are not paid a salary), and employees.

The second section contains information about key business indicators. Here it is necessary to clarify whether the individual entrepreneur provided paid services to the population, as well as the actual revenue received at the end of the last year in the context of OKVED codes. OKVED codes are contained in the USRIP, their IP indicated independently at the time of registration.

Also in the section you need to indicate the availability of fixed assets used in the business, and their value.

The third section is devoted to state support for entrepreneurial activity in Russia. The individual entrepreneur needs to clarify whether he is aware of the support measures implemented in Russia and whether he used them in his practice. For those individual entrepreneurs who were able to receive assistance from the state, it is necessary to indicate its type: financial, informational, property, consulting or in the field of professional development of employees.

After filling in all the questions, you need to put your signature with a transcript, indicate the date and contact details (phone number and email address).

You can send a report in several ways: via the Internet or by registered mail with an attachment description. In the latter case, you need to save the inventory of the attachment with the stamp of the Russian post. It will serve as confirmation of the timely submission of reports.

Rosstat collects and analyzes information about the country's economy. Additionally, the state structure summarizes information about the environmental situation, demography and social situation. Not only legal entities, but also individual entrepreneurs are required to submit reports to the department reflecting actual indicators. Documents are sent to statistics as part of selective or continuous observation.

Who needs to report and when?

Rosstat organizes data collection through territorial divisions. Regional departments and field offices are empowered to request information on the results of economic activity. All commercial and non-commercial entities are required to comply with the requirements of the state body.

  • ordinary citizens of the Russian Federation, foreigners and stateless persons;
  • individual entrepreneurs;
  • microenterprises;
  • representatives of small and medium-sized businesses;
  • large firms and corporations.

The normative act obliges the participants of statistical observations to transfer information free of charge. Reporting must comply with government forms. When disclosing data classified as a commercial secret, respondents receive a guarantee of confidentiality. Such information is included in analytical materials in a generalized and depersonalized form.

Who and when submits a report to the Rosstat authorities can be found on the departmental website. The frequency of filling out unified forms depends on the industry, turnover and organizational form of business. Thus, legal entities are required to annually send financial and accounting documents to the statistical authorities. The requirement is enshrined in Article 18 of Law 402-FZ.

Important! Employers submit information on the average number of employees annually. The document is accepted by territorial tax inspectorates, and then the data is transferred to Rosstat.

Entrepreneurs must fill out questionnaires during continuous observation - once every 5 years. In addition, merchants will need to work with forms when they enter the selective monitoring list. The next time reports will be collected for 2020. Now merchants will need to work with the forms only if they are included in the selective monitoring list.

Where to find out about the obligation to submit reports to Rosstat

Statistical bodies are gradually abandoning the traditional notification procedure. Until 2015, the persons included in the list of respondents were sent a letter. The notification was accompanied by forms for entering information and detailed instructions. Government Decree No. 381 amended the regulations. Now all forms are published on the Rosstat website. Paper forms are sent to the respondent only upon written request.

The program is free and operates around the clock. Accessing it does not require registration or the use of an electronic signature.

Continuous and selective observations

Information is collected for further processing in two ways. Rosstat conducts a large-scale study no more than once every 5 years (). The event covers all regions of the country and economic sectors. The goal is an objective assessment of the development of small and medium-sized businesses.

The last continuous observation was in 2016. Information for the previous 12 months was collected in paper form and through a special web service. The survey covered the following areas:

  • types of economic activity of respondents;
  • the number of hired personnel;
  • wage fund;
  • revenue;
  • business expenses;
  • structure of assets and cost of fixed assets;
  • investments;
  • use of government support.

Selective observations are organized in relation to certain categories of respondents. Such work is carried out by the statistical authorities annually. Information can be requested at intervals of a month, a quarter. For individual entrepreneurs with a small turnover, as a rule, it is enough to submit only an annual report.

Continuous and selective observations serve as the main tools for accumulating information about commercial activity. The department strives to simplify and reduce the cost of the procedure as much as possible. Already today, business representatives can use numerous web services, get advice, and also refer to statistical information and calculations.

Required Forms

Relevant questionnaires for entrepreneurs were approved by order of Rosstat No. 541 of 08/21/2017. The regulations were revised last summer. Updated forms will apply in 2019. The list contains dozens of forms. Mandatory forms are provided for individual entrepreneurs with different headcounts. Only those merchants who are included in the 2019 sample study should hand them over.

The list of statistical reporting is updated annually. Thus, special questionnaires were previously introduced for retailers and the service sector. In 2019, the observation covers producers, fisheries, extractive industries and logging.

Each order of Rosstat is accompanied by step-by-step instructions for filling out. Interactive materials and automatic programs are presented to help entrepreneurs. The uniform requirements for reporting do not change:

  • inadmissibility of fastening sheets with metal staples;
  • entering information in the appropriate lines of the form;
  • indication of numbers and letters according to the model;
  • prohibition of erasures, blots, use of proofreaders.

Deadlines and penalties are clearly defined. For being late, entrepreneurs face administrative penalties under Article 13.19 of the Code of Administrative Offenses of Russia. For the first time, you will have to pay 10-20 thousand rubles. In case of repeated violation, the fine will increase to 30-50 thousand rubles.

A list of legislative acts and current orders can be found on the official portal of Rosstat. Regional offices also have sites in the global network. The regulatory framework is represented by:

  • federal laws No. 282-FZ of November 29, 2007, No. 402-FZ of December 6, 2011, No. 209-FZ of July 24, 2007;

The list includes dozens of departmental orders, instructions and guidelines. The legal framework is complemented by regional documents.

Brief conclusions

In 2019, entrepreneurs who are on the selective observation list submit reports to the statistical authorities. You can find out about inclusion in the list on the Rosstat website. Information must be submitted in writing on approved forms. All questionnaires are proposed to be downloaded on the portal or requested at the territorial division of the department. It is allowed to send information in electronic or paper form.

The data collected from the respondents will be used for analytical purposes. The tax authorities will not notify the indicators. For evading reporting, entrepreneurs face administrative fines of up to 50,000 rubles.

Is a small business required to rent report to statistics? By law, organizations are required to regularly report on established forms to regulatory authorities. The latter include not only the tax inspectorate, the FSS and the PFR, but also the Statistics Service.

Rosstat requirements for reporting forms vary depending on the type of activity of each enterprise, as well as on the amount of revenue, profit margin, average headcount and other economic indicators. Small business is a kind of "beneficiary" in the statistical information processing system: for small firms, special simplified statistical reporting forms.

Rosstat carries out a "sample"

The functions of statistical bodies are, in essence, simple: to collect and summarize information on the economic performance of Russian enterprises. It is to obtain reliable data that Rosstat obliges entrepreneurs to draw up and send reports.

However, it should be borne in mind that individual representatives of small businesses get "noted" by statisticians only if they are in the so-called "sample". For this reason, some small firms have never received requests to submit a report to statistics.

The Federal Law of July 24, 2007 No. 209-FZ “On the Development of Small and Medium-Sized Businesses in the Russian Federation” tells us who belongs to small businesses. The criteria for classifying enterprises as small businesses are as follows:

  • Average number of employees. To be considered a micro-enterprise, the staff must have no more than 15 people. For small ones, this limit is no more than 100 people.
  • The share of legal entities in the authorized capital. For medium and small businesses, the bar is set: no more than 25%
  • The amount of revenue for a micro-enterprise should not exceed 60 million rubles. For small businesses - 100 million rubles.

How to find out if a company is included in the sample observations of Rosstat? It's very simple: the Statistics Office of your region will make sure that you receive a request for the need to provide information in advance. Postal employees will deliver you a corresponding letter, which will include a reporting form. In addition, as practice shows, then a follow-up call from the curator of statistics will follow.

Reporting for 2015 must be submitted before April 1, 2016. On the Internet, on the website of the State Statistics Committee, a list of organizations that fell under selective observation this year is presented. In order for the page to open the list of subjects obliged to submit information, in the "Reporting" section, you should find your region and territorial department of Statistics. If your company is on this list, but the letter from the statistics was not received until mid-March 2016, please contact the territorial office of Rosstat on your own. No one canceled the penalty for failure to provide statistical reporting, even if you did not receive a letter from Rosstat (after all, it could simply not reach or get lost).

What reports to submit to statistics

Forms of statistical reporting are individual for each business entity, depending on performance indicators. But, for example, there are such special forms for individual entrepreneurs that are required to be submitted:

  • Form 1-IP "Information on the activities of an individual entrepreneur"
  • Form 1-IP "Information on the activities of an individual entrepreneur in retail trade"

The first form in the list is submitted if the individual entrepreneur is not an agricultural representative, the second - if an individual entrepreneur is engaged in retail trade.

Statistics reports are filled in by hand or by machine: the main thing is that the data is entered correctly. Then the forms are sent to the address of Rosstat - by mail, courier or remotely, in electronic format via the Internet. We emphasize once again: the sampling is carried out annually. And if your company is under statistical surveillance, you will be required to submit information:

  • monthly or quarterly: depending on the form of reporting;
  • once a year: this is the privilege of micro-enterprises.

In addition, Rosstat once every five years conducts a complete statistical observation, which applies to all organizations without exception.

Submission of financial statements to statistics

To confirm the reliability of the main economic indicators of the company, Statistics requires the provision of a balance sheet drawn up as of the last reporting date. Please note that "simplifiers" are also required to generate financial statements. The deadlines for providing the balance sheet are the same for both the IFTS and Rosstat: until March 31 of the next year.

By order of August 21, 2017 No. 541, Rosstat approved a new report form for individual entrepreneurs. In 2016, a continuous study of IP was conducted. The reporting form to Rosstat for 2019 is called form 1-entrepreneur 2020 (“Information on the activities of an individual entrepreneur for 2019”). The deadlines for submitting reports to Rosstat in 2020 allow you to fill out and submit the document in advance. The report must be submitted to Rosstat no later than April 1. This can be done electronically or on paper.

Why is Form No. 1-IP needed?

Form 1-entrepreneur 2020 was introduced by Rosstat for statistical monitoring of the activities of small and medium-sized businesses. This form is relevant for the submission of the report 1-P entrepreneur for 2019 in 2020. The previous continuous survey of IP was conducted in 2016 (based on the results of 2015).

In 2020, for 2019, the entrepreneur will submit a 1-P report only to those representatives of small and medium-sized businesses who are on the list approved by Rosstat. This is the so-called selective observation, in contrast to the continuous observation carried out by Rosstat in 2016 following the results of 2015. If the legislation in this area does not change, then the next continuous observation, i.e. the submission of a 1-P report by an entrepreneur will be mandatory for all small and medium-sized enterprises, including individual entrepreneurs, in 2021, based on the results of 2020.

Selective observation by Rosstat bodies is carried out annually. Usually, territorial authorities independently notify individual entrepreneurs by sending them in writing the forms of reports required for delivery. But the human factor can interfere with this, so in order to find out if you need to submit a report for 2019, go to the Rosstat website and fill out the form. If you are included in the list of selective reporting, this service will give you the report form necessary for submission to Rosstat.

Based on Art. 2 of the Federal Law of July 24, 2007 No. 209-FZ "On the development of small and medium-sized businesses in the Russian Federation", such statistical observations are carried out once every five years to develop a realistic policy of the Russian Federation in relation to SMEs.

It should be noted that the information provided by the IP must be based on real facts, and not only on data submitted to the Federal Tax Service. Rosstat guarantees complete confidentiality of information and data. The transfer of data to the tax authorities, according to the management of Rosstat, is excluded.

Information received by Rosstat on the state of small and medium-sized businesses in 2019 will be used to generate official statistics. The results of the observation will be available on the website of Rosstat - www.gks.ru

Structure and features of filling out the report

At the bottom of the page is a sample of filling out the form 1-entrepreneur of 2020. But it will not be superfluous to consider in detail the rules and features of filling out this document.

Form 1-entrepreneur of 202 is easy to fill out and does not look like a report at all, rather it is a regular questionnaire.

The first sheet of the 1-IP form consists of two parts, one of which is torn off and remains an individual entrepreneur to confirm that he submitted a report to the Statistical Office.

In the tear-off part of the report, two lines must be filled in:

  • on the line "Postal address of an individual entrepreneur", it is necessary to write down the actual address of the individual entrepreneur.
  • on the line “Individual Entrepreneur”, indicate the last name, first name, patronymic and put the personal signature of the entrepreneur.

In the code part of the form, fields with personal unique codes of an entrepreneur without forming a legal entity must be filled in: OKPO - on the basis of the Notification of assignment of the OKPO code posted on the Rosstat Internet portal: https://statreg.gks.ru, TIN - on the basis of data from the Federal Tax Service.

Completion of Section 1. "INFORMATION ON THE ACTIVITIES OF AN INDIVIDUAL ENTREPRENEUR FOR 2019"

In this section of the form, you must specify data with personal unique IP codes:

  • OKPO - indicated in the notification of code assignment received by you at the regional department of the statistical office, so OKPO can be found on the Roststat website at the link http://statreg.gks.ru
  • TIN - indicated in the TIN certificate or on the website of the Federal Tax Service at the link https://service.nalog.ru/inn.do

Question 1. Have you carried out business activities in the reporting year?

If the answer to the question is “YES”, then you must go to the next question and then complete the entire 1-IP form.

If the answer to the question is "NO", then you must put X in the following question:

If you did not carry out business activities in the reporting year, did you work as an employee for another entrepreneur or legal entity.

If the answer in paragraph 1 is “YES”, you must fill out the form below:

Question 2."Did you carry out your main business activities in the same subject of the Russian Federation where you are registered as an individual entrepreneur?"

If the place of business activity is located in the same subject of the Russian Federation, which was officially registered as an individual entrepreneur, then it is necessary to mark "YES" and go to question 3.

If the address of registration as an individual entrepreneur and the place of actual implementation of the main activity do not match, then the answer is marked - "NO" and additional information is provided about the address of the place of implementation of the main business activity. This address should be indicated only if the place of business is located on the territory of another subject of the Russian Federation. In a large field, the name of the republic, territory, region of the actual place of implementation of the main business activity is entered.

Question 3."Indicate the amount of REVENUE (including taxes and similar obligatory payments) from the sale of goods, products, works, services received by you in the reporting year for all types of business activities"

In this paragraph, it is necessary to indicate the total volume of all receipts related to payments for goods (works, services) sold:

  • if an individual entrepreneur received payment for goods (works, services) not in cash, but in kind, i.e. in the form of goods (works, services) and other property, the amount of proceeds is determined based on the transaction price.
  • if the transaction price is not determined, then the amount of proceeds is determined by the value of the received goods (works, services) and other property, calculated at their market prices.
  • if it is impossible to establish the value of the received goods (works, services) and other property, then the amount of proceeds is determined based on the prices that were usually charged for similar goods (works, services) sold under comparable circumstances.
  • if an individual entrepreneur conducted activities in the reporting year, but did not receive revenue from it, then "0" is put in the line.

Question 4. "Give a detailed description of the types of activities you actually carried out in the reporting year, describe what products or services you produced in the reporting year."

In response to this question, it is necessary to indicate all types of products and services that were produced (provided) by an individual entrepreneur in the reporting year.

Opposite each cell, filled in with the name of a specific type of activity, it is necessary in fields 4.1. indicate the share of revenue from this type of economic activity in the total revenue of the entrepreneur (in%, in whole numbers).

The sum of revenue shares for all types of economic activity should be 100%.

Question 5."How many people, on average, worked in your business in the reporting year: partners (persons participating in your business on the terms of a property or other contribution and performing certain work in your business may not be members of the same household), helping family members, employees?"

The answer to this question should specifically highlight:

  • partners
  • helping family members
  • hired workers.

To indicate the number of these three categories, it is necessary to determine their average number. To do this, add up the number of people who worked in each calendar month, including those temporarily absent (sick, on vacation, etc.), divide the resulting number by 12. If the individual entrepreneur worked for an incomplete year (12 months), then the amount received is divided by the number of months the entrepreneur has been employed. The received data are rounded according to the arithmetic rule (1.5 and above should be rounded up to 2; less than 1.5 - to 1).

Business partners cannot be members of the same household. They are persons who participate in the case on the terms of a property or other contribution, and who perform certain work in this case.

Employees are persons who perform work for hire for remuneration (in cash or in kind), on the basis of a written contract or oral agreement.

The number of employees does not include individual entrepreneurs who independently pay taxes and have entered into a civil law contract and / or have a patent taxation system.

Reporting to Rosstat in 2020 - Form MP (micro)-nature

Let's talk about another form that Rosstat may require to provide in 2020.

The form of MP (micro)-nature is one of the forms of selective research by Rosstat; approved by Order of Rosstat dated July 22, 2019 N 419 (as amended on August 1, 2019). The same order approved Instructions for filling out the form.

Micro-enterprises - legal entities and individual entrepreneurs with up to 15 employees, engaged in the production of products (goods, works, services) engaged in mining, processing, fishing, may be on the Rosstat list for providing the above form in 2020 for 2019.

The deadline for submitting the MP (micro)-nature form for 2019 is until January 25, 2020, and given that January 25, 2020 is a day off - Saturday, the deadline for submitting the report is January 27, 2020.
