The rule is the first: the greater the incentive system corresponds to the motivation of the employee, the group, the team, the stronger its action and the higher the effectiveness of the stimulus.

The rule is the second (reverse): the smaller the stimulation system corresponds to the motivation of the employee, the group, the collective, the weaker its action and the lower the effectiveness of the action of incentives.

The main trouble of the Russian employer is that the identification of this relation (paradox!) Was based and continues to be based on the inner sense of the head of the motivation of his staff. This feeling is based on the following elements:

On the vision of the relationship of workers to work, performing their tasks and functions;

How to use the results of the motivation analysis?

The tasks facing the third party, which is charged with the measurement of the level of personnel motivation, may be the following:

1) systematic measurement and study of the motivation of employees of various enterprise divisions;

2) Evaluation of the effectiveness of systems used at the enterprise and methods of labor incentives;

3) Development of proposals for improving the stimulation system in relation to various categories of enterprise employees;

4) definition and implementation of new methods of labor incentive;

5) the rationale for new wage systems in relation to different categories of employees of the enterprise;

6) the formation of statistics in terms of staff motivation and estimates of the stimulation system with the subsequent use of information to develop a strategy for the development of motivation and the personnel stimulation system;

So, we measured the level of motivation, determined the motivational balance. Our further task is to obtain estimates by employees of the inhibited stimulation system. Upon receipt of such assessments, we must understand how the employee (individually) estimates the specific methods of stimulating applied in the enterprise. And separately evaluated:

Methods of material incentive;

Methods of social package;

Methods of moral incentive;

Methods of organizational stimulation.

These estimates are needed to obtain a full picture that connects the level of staff motivation with the system of stimulating it. Without this connection, it is impossible to talk about the full development of the motivational system at the enterprise, since we practically cannot affect the motivation (it is difficult to change anything in a person in my head), but we can change the stimulation system, as close as possible to motivation. Hence the new rule.

The seventh rule: Go from measuring the level of staff motivation to estimates of the incentive system used, believing that the established connection between them will create an effective incentive system, an adequate level of motivation.

But now we have collected all the necessary information to move to the constructive part of the work, namely, the creation of proposals for improving the systems of motivation and stimulating staff. It also needs to maximize the wishes of workers. To do this, collect suggestions that each of them would like to add to the existing stimulation system. Analyze the wishes received, combine them, select the most popular, compare them with the motives of workers and ... boldly go out with proposals to the manual. Success is provided! Usually, such an equilibrium state is disturbed by the so-called positive dynamics of individual motivation (the growth of motivation), which is influenced by a variety of factors, significant of which are changes in the personal life of the employee - marriage, marriage, the emergence of a child, the need to improve housing conditions, etc.

Measuring the motivation level and assessment of the stimulation system allow a new look at their employees. As we said, all people are different. 1. At the enterprise of the PCB, an analysis of the motivation level of participants in the training seminar on nine motivational factors was carried out. Assessment of the motivation level was made on a 9-point scale, where 1 is the lowest estimate (low level), and 9 is the highest assessment (high level). 30 people took part in the diagnosis, which is about a third of the total number of this category of employees. Therefore, the results obtained can be considered representative.

I think that the results obtained are not at all exception. And this is understandable. First of all, interesting work, the prospects for the enterprise, the possibility of self-realization, and the payment and working conditions are secondary, are important. The consideant myth that money is solved by everything is really a myth. For a real "binding" of the employee, money is far from the first place. Therefore, people from place to place are moving. Choose people who are most suitable for motivation. Well, where it is impossible to take into account, you have to come to humble with a huge fluidity. For these enterprises and categories of workers, such a fluidity is the norm.

A. The first painful problem is ineffective personnel stimulation.

Medium-medium estimates of the methods of the incentive system in the enterprise look as follows (on a 5-point evaluation scale):

Methods of material incentive - 3.2;

Social package - 3.5;

Methods of moral stimulation - 1.3.

Thus, the total medium-average estimate of the entire stimulation system is 8.0 with the highest possible estimation of 15 points. If we translate into interest, then the stimulation system satisfies employees by 53%, that is, approximately half. Do you think this is enough for efficient work? Obviously, no. Therefore, the participants were invited to give proposals to improve the incentive system that would personally allow them to radically level the antique and anti-estum. The proposals of the participants were distributed as follows (arranged by the frequency of repetition).

By improving material incentive methods:

1) introduction of surcharge for work in the enterprise (15 people);

2) the use of a system of bonus on the year of work for the year (12 people);

3) change in the existing bonuse system (8 people);

4) Transition to the wage formula: Basic salary (guaranteed) plus a variable bonus part for individual and / or group (by division) results of work, with a larger first part (6 people);

5) the possibility of acquiring stock shares (4 people).

By improving the social package:

1) providing an interest-free or low-rise loan (14 people);

2) surcharge for a healthy lifestyle (12 people);

3) payment of sanatorium-resort treatment (12 people);

4) payment of the use of a mobile phone (4 people);

5) compensation for using a personal car for official purposes (4 people).

A special note on the social package - at the enterprise this package includes 26 methods, but to a particular employee reaches a minor part (2 - 3 methods), that is, mostly this package is intended for top managers, and for linear personnel, it is declarative. Therefore, it is necessary to make methods of this package more accessible to all, which can increase their effectiveness.

By improving the methods of moral incentive:

1) Announcement of gratitude in various public forms - in the order, at the meeting, in the factory press, etc. (16 people);

2) awarding a valuable gift (7 people);

3) Presentation of the certificate (4 people);

4) "Menu Method" or a selection of an employee of the method of encouragement from the proposed list (3 people);

5) Personal Promotions (2 people).

The general organizational and technical proposal is to limit personalization of the methods of social package and moral incentive. For this, it is proposed maintaining a personal "stimulation dossier" for each employee, in which all methods of social package and moral incentives applied to it will be recorded, as well as plan (planned) new methods. Maintaining such dossiers will allow you to have and use consolidated statistics on the social package and moral stimulation in the context of divisions and enterprise as a whole.

B. The second pain problem is a high staff fluidity.

This problem has a complex nature and, according to the participants, is primarily due to two groups of factors - personnel and organizational.

Among the personnel factors, participants were allocated:

1) "The frozen" stimulation system that does not meet the current realities;

2) depreciation of frames for a variety of reasons;

4) the need to increase the level of training of main production personnel;

5) Imperfection of training technology.

Among organizational factors, participants are allocated:

1) excessively centralized adoption of operational solutions in relation to the management of production units;

2) indisputable interaction procedures between different divisions in the process of their tasks;

3) the overload of tasks and responsibilities of the heads of divisions, as well as the practice of their "infinite" adjustment;

4) incomplete compatibility of planned indicators with product quality requirements;

5) Excessive limitation of materials used in the manufacturing process.

According to the participants of the seminar, the most effective measures to reduce the flow of personnel in the enterprise are the following.

First, the development and practical implementation of personnel policies, which would include: goals and objectives of personnel development; Improving the stimulation system; social programs; Improving working conditions and advanced training.

Secondly, the rationalization of the system and intra-water management processes to increase its efficiency, personal responsibility, as well as improved interaction between units.

Thirdly, the development and use of a special program to increase the interest of young professionals in long-term labor activities at the enterprise and counteracting the "lubrication" of personnel.

Fourth, the development and adoption of the "Ethical Code of the Enterprise". Introduction to the psychologist.

Fifth, improving working conditions and life by creating more comfortable zones in the workplaces, as well as the use of modern personal protective equipment.

Sixth, training of managers of all levels and experts on the problems of motivation and stimulating staff, including the diagnostics of the current state and the definition of measures to improve the methods of personnel stimulation.
